The Landfill Communities Fund (LCF) - formally known as the Landfill Tax Credit Scheme - was introduced by government to help mitigate the effects of landfill upon communities whom live in close proximity to a landfill site. Designed with partnership in mind, the LCF brings together the private, public and voluntary sectors in pursuit of common environmental goals.
HM Treasury (HMT) is responsible for taxation, including the landfill tax, and it is HMT that sets the current objectives for the LCF. You can read more about these objectives, and what can be done via the LCF.
The Department of Food and Rural Affairs (DEFRA) takes the lead on delivering the government's waste strategy. Since the Government's reform of the LCF in April 2003, which included the removal of objects C/CC along with the funding for waste research and education projects, DEFRA has initiated its own programme to successfully deliver the Governments waste policies. The LCF no longer funds waste research projects and no further funding can be allocated or spent on these types of projects as of April 1st 2007.
