Welcome to the ENTRUST website. ENTRUST is the regulator of the Landfill Communities Fund

How it works

What is the Landfill Communities Fund (LCF)?

Landfill Operators (LOs) must pay a tax to the Government on every ton of waste that they dispose of in a landfill site. The LCF allows LOs to 'offset' a percentage of the landfill tax and give a proportion of it to organisations who deliver environmental objectives, instead of paying it as tax to Government.

The principle of the LCF is that it 'offsets' some of the negative impacts of living very close to a landfill site. This is done by allowing the LOs to pay a proportion of their landfill tax liability to not-for-profit organisations that deliver benefits to the general public, biodiversity or the environment.

Are we eligible to receive money?
A very wide range of organisations can receive money. The project you wish to undertake is likely to have to be within 10 miles of any landfill site - although each funder is likely to require your project to be much closer to one of their landfill sites - ensuring the money is spent locally to their landfill operation.

Who should I approach for money?
LOs could give you money directly but the most common way to receive funding is to approach Distributive Environmental Bodies (DEBs). These bodies distribute funds on behalf of a LO or for more than one LO. DEBs help others to access the LCF monies. The amount you could receive is completely up to the LO or the organisation that distributes the money on their behalf. It could be part or all of your costs.

Can landfill tax money count as match funding?
Yes. If you have applied for money from other sources that specify you must find matching or private sector funds, your landfill tax money can be counted. This applies whether the landfill tax money came directly from a LO or through DEBs.
