ENTRUST Appoints New Board Members in Latest Move to Enhance Service to Communities

Lorraine Clinton and Will Lifford were today named as new Non-Executive Directors of ENTRUST, the Regulator of the Landfill Communities Fund (LCF). They will take up their appointments from 01 June 2008.
These appointments follow the recent retirement of four directors and are part of an overall re-structuring of the Board, which has seen it reduce its size to six members.
ENTRUST ensures that Environmental Bodies comply with the requirements of the Landfill Tax Regulations 1996. To date, the LCF has successfully delivered over 20,000 environmental projects and the appointment of these highly experienced Non-Executives comes at a time when ENTRUST seeks to build and develop its regulatory role to fully comply with the recommendations of the Hampton Review.
Will Lifford is a Fellow of the Institute of Chartered Accountants. A Non-Executive Member of the Audit Committee for the Rural Payments Agency he previously spent 28 years at leading financial and business advisors Grant Thornton, holding a number of senior posts including most recently UK Senior Audit Partner.
Lorraine Clinton is a winner of the Young Businesswoman of the Year Award. She has spent her entire career at leading building products manufacturer Pilkington’s, rising through the ranks to become the youngest ever, and first female, appointed to the elite Pilkington International Management Cadre, becoming Director of Architectural and Glazing in 2003. Lorraine is also a very experienced Non-Executive Director having sat on a number of Boards, including the Agriculture and Horticulture Development Board.

They have been chosen for their senior level and Non-Executive experience which will enhance our strategic direction as we seek to deliver a more effective service for the 2,500 Environmental Bodies enrolled under the LCF.”

ENTRUST a not for profit company was established in 1996 and appointed as the Regulator of the Landfill Communities Fund (LCF). Unlike other regulatory bodies, it is in the unique position that it is not a Government Department, or Agency.
The principle of the LCF is that it 'offsets' some of the negative impacts of living very close to a landfill site. This is done by allowing the Landfill Operators to contribute up to 6.6% of their landfill tax liability to not-for-profit organisations that deliver benefits to the general public or the environment. The Landfill Operator can then reclaim 90% of this contribution as a tax credit.
To date ENTRUST has overseen expenditure in excess of £800 million directly on the delivery of projects that benefit local communities.
Over 2,500 Environmental Bodies are enrolled with ENTRUST.
