Value for Money (VfM) Questions - update in EOL

In January 2020 we launched a consultation regarding the Value for Money (VfM) Questions which we ask Environmental Bodies (EBs).

The final consultation report was published in June 2020 in which we advised EBs of the small changes to project forms which will take place from 1 April 2021. The report, and details of the changes due to take place, were also emailed to the main contact of all funded EBs.

The aim of the consultation was to seek the view of stakeholders on the VfM questions asked as part of the Project Registration Form (Form 2) and the Project Completion Form (Form 9). Specifically, to seek the views of EBs on whether revisions to the VfM questions, or the way they are structured, were necessary to appropriately measure the VfM questions, or the way they are structured, were necessary to appropriately measure the VfM delivered by projects funded through the Landfill Communities Fund (LCF). The focus of the consultation was an online survey which ran between January and February 2020, in which all stakeholders were invited to participate. A total of 56 stakeholders responded to the survey.

The changes will take place from the start of the new financial year. Up to and including 31 March 2021, EBs will continue to complete Form 2 and Form 9 as usual and then from 1 April 2021, the Forms will change as follows:

  • The VfM question regarding the number of volunteers, will now be found in Form 9 (previously in Form 2), so that all VfM questions are asked at project completion stage;
  • The VfM question 8 on utility cost reduction, (previously included in Form 9), will be removed; and
  • A question will be added to Form 9 to ask stakeholders to provide a count of the number of trees which have been planted as a result of a project.

The above is for EBs information only, the forms will update automatically on 1 April 2021 and all EBs will need to do is to complete the Forms when submitting a project for approval or filling in a project completion form.
