The 3rd Epsom (St. Martin’s) Scout Group was established in 1922 and has been based at its current site since 1952. The headquarters building, completed in 1966, includes a large main hall (a large, flexible space measuring approximately 10.8m x 6.7m), a small meeting room, kitchen facilities, and storage. While it has had several upgrades over the years, the building is now in urgent need of essential safety improvements.

In 2024, the applicant commissioned a professional Fire Risk Assessment, which gave the building a “red” risk rating and listed 50 required actions. It has addressed the majority within its means, urgently requires funding to complete the most critical issue: replacing the main hall ceiling. Installed in 1993, the current ceiling is made of compressed foam board of unknown combustibility. The report states it may be “highly combustible and liable to emit toxic fumes in a fire” and recommends replacing it with a fire-resistant alternative. Given the building’s daily use by children, adults, and vulnerable people, this presents an unacceptable safety risk.

Each week, around 120 young people attend the hall’s Beavers, Cubs, Scouts, and Explorers groups, supported by volunteer leaders. The building is also used by a wide range of community groups including martial arts (with SEN classes), Zumba, Tai Chi, seated exercise, Brownies, Muslim Youth Association, local churches, Theatre Box, Baby Sing & Sign, Tiny Talk, Epsom Games Club, and fitness bootcamps.

The applicant has consulted its members and the wider community through surveys, forums, and local engagement. Feedback strongly supports the project and recognises the value of this vital space. Nearby venues cannot match the hall’s capacity, accessibility, or availability, and the building plays a key role in supporting local community life.
