Presents no barrier to the aged or disabled whether their impairment is visual, auditory or ambulatory and is comfortable and welcoming in terms of design, heating, furnishing and decor. To improve it to a standard of repair ensuring low maintenance costs for future years. Is energy efficient and provides a range of flexible accomodation, which addresses the needs of the community and provides revenue generating opportunities
