The areas of flat roof, including the swimming pool and changing room areas are in need of replacement as the felt is leaking. It has been patched up over the years, but without full replacement it will continue to be a drain on resources and will ultimately become unsafe as the wooden beams degrade. The current skylights also let a lot of heat out, and there is very little insulation, so new roofing would enable heat retention and energy savings. It would also open the possibility of installing solar panels. Energy bills have tripled over the last two years, leaving the applicants reliant on grant funding to pay the utility bills, so they need to find ways to save energy to be self-sufficient. Without replacement of the pool and changing room roof it is likely that the pool area of the building would become unsafe and have to be closed within the next couple of years.
The applicants feel that it is important to have a building where everyone can feel welcome and enjoy an activity which appeals to them. In this way people have a chance to get to know their neighbours in a neutral environment, leading to friendship and acceptance.
The insulation improvement to the pool roof will benefit the environment by lowering our energy requirements and making it strong enough to hold solar panels will further reduce the carbon footprint.
