To continue from Phase 1 of the project:
To prevent further decline of the urban park
To provide local residents and visitors with access to the recreational and educational facilities and in doing so, improve the quality of life of the local residents
To enhance the areas image
To exhaust the remaining balance of “old” LFC monies prior to closure of the E.B. on 31 March 2017
