Problems of Market Dislocation and the Introduction of New Waste Legislation

Actors in the waste chain know that regulation will be introduced well in advance. They change their behaviour accordingly and before changes take effect. This produces significant problems as outlets for waste dry up (fridges, abondoned cars, hazardous wastes all provide examples). Little thought has been given to this problem. This research will chart the problem and look to devise models of regulatory planning that address not merely the regulatory change (such as the transposition of an EU waste directive) but also transitional phases and market dislocations in the lead up to the reform
