To set a life-sized bronze sculpture of a much loved one-eyed bull Grey seal on the Pennyland Rocks in Looe Harbour to evoke warm environmental awareness of the local marine fauna and to act as a iconic symbol for the area to stimulate tourism of which the economy of this part of the country so much depends.
