Upgrading Birlingham Village Hall

To upgrade the facilities of a 76 year old village hall, particularly in respect of insulation and heating, to encourage energy saving and wider usage. Project to include toilet facilities for the disabled, improvements to kitchen, and converting hall to a meeting room.
