West Belfast Partnership Board - Environmental Sustainability Project

The West Belfast Partnership Board (WBPB), a registered charity, is proud to launch its “Environmental Sustainability Project”, a forward-thinking initiative aimed at reducing carbon emissions, lowering energy costs, and promoting green practices within the local community. At the heart of this project is the installation of solar panels at our office on 41 Glen Road, BT11 8BH. This investment in renewable energy is not only a practical step toward self-sufficiency but also a symbolic commitment to environmental stewardship in West Belfast.
Planning Permission/Building Control - The applicant confirmed that planning permission/building control is not required and have provided a email from the Local Councillor and Belfast City Council’s head planner Ed Baker in which it is confirmed “In conclusion, provided that the solar panels do not exceed the height of the existing ridged roof, and the above conditions are met (which appears to be the case), I would advise that the proposed solar panels, shown below and as described in the attached email, would be permitted development and an application for planning permission would not be required.” The supplier also confirmed that 'Installation would be completed using a 10.0kW inverter. This system is fully G98 approved by NIE as it falls under the 11.04kW maximum before approval is required.
The group aim to improve the lives of those living in the West of the city through the support of local neighbourhood renewal, education needs, employment and investment opportunities among many others. The project will provide funding towards the cost of installing solar panels.
The project will address issues of rising energy costs and climate change by installing solar panels. This initiative aims to reduce carbon emissions, lower expenses for reinvestment into community programs, and serves as a visible model for sustainability.
The need for the project was identified through consultation with community forums and subgroups. Stakeholders cited rising energy costs, energy poverty, and climate change. Letters of support have been received from several organisations including the Housing, Environment and Planning subgroup.

The project will enhance the natural and social environment by visibly promoting renewable energy and sustainability. Installing solar panels will reduce carbon emissions, improve air quality and contribute to a healthier local environment, reinforcing West Belfast’s image as a forward-thinking community and serving as a model for others
Currently, around 265 people use the building weekly during the day, with an additional 50 evening users, hosting diverse programmes for residents. The project will improve energy efficiency, reduce costs and reinvest savings into expanded services, including a new education and employability hub.
