e-Delivery and Voluntary Revocation

In our 2017- 2020 Corporate Plan, in line with the general trend to move to the e-delivery of services and in order to reduce the administrative burden on Environmental Bodies (EBs), we informed EBs of our intention to move to 100 per cent e-Delivery within three years and remove the need for paper forms.

ENTRUST Online (EOL) allows EB reporting to be completed online, reducing the burden on EBs and ensuring that compliance can be readily achieved. In the 2017-2020 Corporate Plan we published the schedule for a phased removal of paper forms designed to gradually move EBs to this way of working whilst maintaining compliance with the Landfill Tax Regulations 1996.

Previously all EBs wishing to leave the Landfill Communities Fund (LCF) scheme, a process known as 'voluntary revocation', have been required to complete a paper form, as there was no ability to request to leave the scheme using EOL. Following feedback from stakeholders, and in line with our planned move to 100 per cent e-delivery, we have now developed a new page in EOL for EBs to submit a request to leave the scheme. This page will replicate the information previously requested on the paper form. It will also ensure that EBs have considered all of the actions they need to undertake before a request to leave the scheme can be approved. When a request to leave the scheme is received, we will review all EB activity and may seek additional information from the EB where required. All voluntary revocations are approved at the quarterly ENTRUST Board meetings.

We will continue to provide support to any individuals and EBs who find it difficult to work online, but we believe this is the most efficient and cost effective way to support reporting across the LCF.
