Removal of Paper Forms and online reporting in 2019/2020

In our 2017-2020 Corporate Plan, in order to reduce the administrative burden on Environmental Bodies (EBs) we informed EBs of our intention to move to 100 per cent e-delivery across a phased three year implementation period. In 2019/2020 we will enter the final year of that implementation period, with the removal of the final paper forms.

ENTRUST Online (EOL) allows all EB reporting to be completed online, to reduce the burden on EBs and ensure that compliance can be readily achieved. For example, EOL includes a facility to extend projects where they are running beyond their original expected end date. More than 90 per cent of all reporting currently takes place online. In line with the general trend to move to the e-delivery of services, we are moving to a single e-system and removing the need to operate a hard copy system. We will continue to provide support to any individuals and EBs who find it difficult to work online, but we believe this is the most efficient and cost effective way to support reporting across the Landfill Communities Fund (LCF).

In the 2018-2021 Corporate Plan we published the schedule for a phased removal of the final paper forms whilst maintaining compliance with the Landfill Tax Regulations 1996 (Regulations). Following this we are now reminding EBs of our intention to remove the Paper Form 1 (EB Enrolment Form) on 1 April 2019 and the Paper Form 4 (Statutory Annual Return) for the 2019/2020 year. The Paper Form 4, Statutory Annual Return for 2018/2019 which is due to be completed by 28 April 2018, will continue to be available until 28 April 2018.

If an organisation would like to register as an EB after 1 April 2019 they will need to do so using EOL. Likewise, all Statutory Annual Returns (Form 4s) for the year 2019/2020 onwards will need to be completed using EOL.
